When going to video forget about dpi. When you change to 752 by 480, by
resizing or addition to the sides of a 640 by 480, you must also take into
account video overscan. TVs don't show the entire picture area the way a
computer monitor does. They vary somewhat in what they leave in the
overscan, border, area. Generally it is accepted that the middle 640 by
400 of a full averscan video display will be seen by all TVs. This is
called the text safe area. A slightly larger area but not the entire
picture space is called the graphic safe area.
Your 640 by 480 might present problems when trying to get the usefull
information into the 640 by 400 depending on the content and intended
use. I get stuff all the time designed for print media. It usually
has text right to the edges of the picture. I usually have to extend
the backgrounds to 752 by 480 rather than size up the original.
I usually run it through lightwave, mapped onto a plane rectangle sized to
fill the screen, to do the antialiasing and bring the colors into ntsc
legality. I save it as an rgb or a framestore ready for use in my
project. You can also see the safe areas in LW and deal with extending
the background for the overscaned areas there. Sizing the plane to the
safe area and set up an appropriate background.
I don't have direct access to photo shop on my computers but I can do
almost anything it can do right through LW with a little thought.
